James Scott is a technologist and systems architect whose work spans cybersecurity, AI governance, privacy engineering, and humanitarian infrastructure. Funding is disbursed as grants administered independently by Embassy Row Project, with technical oversight aligned with ICIC. The founder does not participate in grant adjudication, beneficiary selection, or day-to-day operational decisions — a separation designed to keep the program governed rather than personal.
